Laga Perpisahan Buat Rahmad Darmawan dan Robert Albert

REPUBLIKA.CO.ID, SOLO–-Dua pelatih di tim finalis Piala Indonesia 2010 sama-sama ingin meninggalkan kenangan manis bagi timnya. Pelatih Sriwijaya FC, Rahmad Darmawan, dan pelatih Arema Indonesia, Robert Rene Albert, bertekad memberikan salam perpisahan terbaik bagi tim asuhannya.

Rahmad ingin memberikan gelar bagi Sriwijaya FC yang memberhentikannya pada awal Juli lalu karena dianggap gagal. Sedangkan Robert Albert bertekad mempersembahkan satu gelar lagi untuk Arema Indonesia sebelum memutuskan hengkang ke klub yang meminatinya musim depan.

SFC dan Arema tampil di laga puncak Piala Indonesia di Stadion Manahan Solo, Ahad (1/8). Kedua kesebelasan juga sama-sama sudah dua kali menjuara Piala Indonesia (dulu bernama Copa Indonesia).

“Gelar juara bagi SFC akan menjadi perpisahan yang manis,” kata Rahmad. Santer diberitakan, Rahmad akan merapat ke Persija Jakarta setelah Persib Bandung memutuskan untuk mengontrak Daniel Darko Janackovic.

Sementara Albert diminati banyak tim seusai mengantarkan Arema menjadi juara Liga Super Indonesia musim 2009/2010. Jika kontrak Rahmad berakhir setelah final Piala Indonesia 2010, maka masa kerja Albert sebenarnya telah usai akhir Juli.

Tidak hanya kedua pelatih ini yang berambisi merengkuh gelar. Pemain kedua tim juga punya motivasi serupa untuk menjadi juara. Jika tampil memukau di final, kontrak bagus musim depan kemungkinan besar menanti.

SFC dan Arema sama-sama memburu rekor. SFC berambisi menjadi tim pertama yang mencetak gelar Piala Indonesia tiga kali berturut-turut jika menjadi pemenang di laga puncak ini. SFC menjadi juara Piala Indonesia dalam dua musim berturut-turut, yaitu 2007/2008 dan 2008/2009.

Dua periode sebelumnya, Arema meraih gelar itu. Arema pun tengah berupaya menyandingkan gelar juara Liga Super Indonesia dengan Piala Indonesia, mengikuti jejak SFC pada tahun 2008.

Meski berhasrat besar menjadi juara, Rahmad berusaha tidak memikirkan hasil akhir. Terpenting baginya adalah menyiapkan tim sebaik mungkin. Ia berharap para pemainnya menikmati pertandingan dan bermain tanpa beban.

Rahmad sudah melakukan antisipasi terhadap serangan rapi Arema yang dikomandoi striker Noh Alam Shah. Kebetulan, ia memiliki bek yang tahu karakter Alam Shah karena sama-sama membela timnas Singapura, Precious Emujeraye.

Ia juga sudah menyiapkan strategi menghadang gerakan lini kedua Singo Edan, julukan Arema, yang sering muncul tiba-tiba untuk membuat gol. Rahmad akan berupaya mengeksploitasi kelemahan lini belakang Arema yang tidak akan diperkuat oleh bek Pierre Njanka. Selama ini, Njanka menjadi tembok kokoh pertahanan Arema dengan skill dan postur tubuh “raksasa’ miliknya.

Sebaliknya, Arema mewaspadai serangan balik cepat Laskar Wong Kito, julukan SFC. Albert menegaskan, para pemainnya akan mengunci pergerakan Zah Rahan Krangar dan Keith Kayamba Gumbs agar tidak leluasa membangun serangan dan mencetak gol.

"Zah Rahan adalah playmaker cerdik, sedangkan Gumbs tajam di depan dan tetap berbahaya menciptakan peluang jika dimainkan sedikit ke bawah. Kalau dibiarkan mereka akan sangat berbahaya,” kata asisten pelatih Arema, Liestiadi.

Arema lolos ke babak final setelah mengandaskan Persik Kediri 4-0 di semifinal. Sedangkan Sriwijaya FC lolos setelah menang adu penalti dengan Persipura Jayapura.

DPR Dituduh \'Berselingkuh\'

REPUBLIKA.CO.ID, BOGOR--Guru besar ilmu hukum Universitas Andalas, Saldi Isra, mengecam sikap DPR. Menurut dia, penolakan pasal-pasal penguatan Pusat Pelaporan Transaksi Analisis dan Keuangan (PPATK) oleh Panitia Kerja Rancangan Undang-Undang Pencegahan dan Pemberantasan Tindak Pidana Pencucian Uang dinilai berlebihan.

"Semangat perubahan semakin hari semakin lama ditinggalkan. Para penegak hukum konvensional berselingkuh dengan pembuat undang-undang untuk melakukan pembatasan wewenang terhadap lembaga-lembaga baru," ujar Saldi dalam workshop media: Wartawan dan Rancangan Undang-Undang Pencegahan dan Pemberantasan Tindak Pidana Pencucian Uang di Hotel Sahira, Bogor, akhir pekan lalu.

Dalam konstitusi, ungkap Saldi, tidak diatur pasal yang dapat membatasi kewenangan lembaga baru terhadap lembaga sebelumnya. Menurut Saldi, pasal dalam konstitusi yang mengatur tentang hubungan kelembagaan sendiri, yakni pasal 24 ayat 3, tidak menyebutkan adanya pembatasan tersebut.

Di tempat yang sama, Kepala Pusat Pelaporan Analisis Transaksi Keuangan (PPATK), Yunus Husein, memang menyayangkan sikap beberapa anggota dewan yang tidak menerima usul PPPATK tentang penguatan lembaga yang dipimpinnya itu. "Ada fraksi yang kerjaannya hanya mengedrop saja, tidak ada solusi," tuturnya. Meski demikian, Yunus mengaku bersyukur dapat menegosiasikan beberapa pasal untuk digolkan dalam rapat dengan panitia kerja DPR, Kamis (29/7) lalu.

Koordinator bidang hukum Indonesian Corruption Watch (ICW), Febridiansyah, mengatakan terdapat beberapa fraksi yang dinilai kontroversial dalam melihat beleid tersebut. Berdasarkan penelitian ICW terhadap daftar inventarisasi masalah (DIM) Panitia Kerja DPR, terdapat beberapa pasal yang menjadi titik poin dari kontroversi tersebut.

"Seperti Fraksi PPP meminta agar unsur advokat dihapus sebagai pihak yang menjadi pelapor," ujar Febridiansyah. Walhasil, pasal ini pun dihapus. Menurut Febri, alasan dihapuskannya pasal 15 huruf (b) dalam RUU tersebut karena advokat merupakan penegak hukum. Namun, ungkap Febri, sikap tersebut bertentangan dengan upaya pemberantasan mafia hukum di kalangan advokat. Ia pun menilai usul tersebut mengandung conflict of interest karena anggota Panja dari PPP juga advokat.

Selain itu, terdapat fraksi lain seperti fraksi PDIP yang menolak soal penguatan kewenangan PPATK untuk melakukan pemblokiran rekening seperti pasal 64 RUU. PDIP, ungkap Febri, menolak pasal tersebut dan mengusulkan agar PPATK tetap meminta pemblokiran kepada penyidik. "Usulan PDIP ini membuat upaya menyelamatkan uang hasil kejahatan semakin sulit karena harus melewati proses penyidik," jelasnya.

REPUBLIKA.CO.ID, JAKARTA--Sekitar 500 anak berkumpul di Taman Wiladatika Cibubur, Jakarta Timur, Sabtu (31/7). Mereka tenngah mengikuti Jambore Anak Soleh ke-3 yang digelar Baitul Maal Hidayatullah (BMH)

Sembari bernyanyi, mereka bersama-sama menanam pohon dan diberikan pemahaman tentang manfaat menanam pohon dan merawatnya. Mereka terlihat ceria dan sangat antusias mengikuti kegiatan rutin BMH itu. Setelah menanam pohon anak asuh BMH se-Jabodetabek itu diberikan pelajaran yang dikemas dengan permainan.

Direktur Eksekutif BMH, Muhammad Isnaini, mengatakan kegiatan Jambore Anak Soleh yang bertajuk "Anak Cerdas Peduli Lingkungan" diharapkan menjadi ajang edukasi, kreasi, dan rekreasi dengan disertai transformasi nilai-nilai Islami. "Kegiatan ini sebagai ajang silaturahim antara anak asuh dan orang tua asuh BMH, khususnya yang ada di Jabodetabek," kata dia.

Menurut Isnaini, jumlah anak asuh BMH dari tingkat sekolah dasar hingga perguruan tinggi se-Jabodetabek sekitar 700 orang. Sekitar 60 persennya adalah anak SD dan jumlah orang tua asuhnya sekitar 400 orang.

Dia menambahkan, tujuan jambore juga untuk membangun kesadaran sejak dini bagi anak-anak asuh BMH untuk peduli menciptakan kondisi lingkungan yang sehat. "Kegiatan edukatif dikemas dengan permainan, kuis, pameran karya agar anak-anak bisa aktif, saling sosialisasi, dan kreatif,"  tuturnya.

Para guru pembimbing dan orangtua asuh melihat kegiatan anak-anak sambil tersenyum. Guru pendamping dari Madrasah Ibtidaiyah Insaniyah, Kebon Sayur, Jakarta Timur, Romlah, mengaku turut senang melihat kegiatan anak-anak.

Taman Pintar akan Pamerkan Hasil Penelitian Pelajar Yogya

REPUBLIKA.CO.ID, YOGYAKARTA--Pemkot Yogyakarta akan menampilkan seluruh karya ilmiah berupa penelitian para pelajar Yogyakarta yang menang di beberapa perlombaan di kompleks Taman Pintar. Karya-karya ilmiah para pelajar Yogyakarta itu pun akan ditempatkan di satu zona tersendiri di tempat rekreasi edukasi di Yogyakarta itu.

Kepala UPT (Unit Pelayanan Teknis) Taman Pintar Yogyakarta, Edy Heri Suasana, mengatakan hasil penelitian yang akan dipamerkan itu merupakan hasil karya para pelajar, mahasiswa, dan juga masyarakat umum. "Zona khusus itu zona nambahi. Penelitian yang kita tampilkan adalah yang menang lomba dan merupakan inovasi baru," paparnya di Taman Pintar di sela-sela acara science tech idol, Sabtu (31/7).

Di zona itu, kata dia, para pengunjung akan dapat mencoba semua hasil penelitian yang dipamerkan. Dengan begitu lanjut dia, mereka akan didorong untuk dapat mengembangkan hasil penelitian yang ada. Zona baru ini nantinya akan terletak di lantai tiga Gedung Kotak, di sebelah utara area bioskop 4 dimensi.

''Untuk awalnya, yang dipajang adalah pemenang lomba karya ilmiah dan penelitian ilmiah yang pernah diadakan di sini dan juga para pemenang science tech idol," tambahnya. Menurutnya masyarakat para pemenang olimpiade penelitian atau peneliti independen dapat mengirim aplikasi yang akan dipamerkan ke Taman Pintar. Dari kiriman itupun kata dia, pihaknya akan melakukan seeleksi dan bila layak akan ditampilkan di zona tersebut.

''Tahun depan target kami hasil penelitian dari Jawa Tengah juga bisa masuk, dan tahun berikutnya lagi tingkat nasional," tegasnya.

Sementara itu, ajang science tech idol yang digelar di Taman Pintar itupun merupakan kompetisi pelajar di DIY untuk menciptakan karya inovasi sains dan teknologi terkait energi aletrnatif baru. Kompetisi ini pun digelar Taman Pintar bekerja sama dengan Universitas Proklamasi 45 Yogyakarta.

Sebanyak delapan tim sekolah (3 SMK dan 5 SMA/MA) dari berbagai daerah di DIY turut menunjukkan hasil penelitian masing-masing di ajang ini. Kedelapan finalis meliputi SMA IT Abubakar Yogyakarta, SMA N 2 Bantul, SMA N 1 Sewon Bantul, MA Negeri 1 Yogyakarta (2 tim), SMK Negeri 1 Panjatan Kulonprogo, SMK Muhammadiyah Bambanglipuro Bantul dan SMK N 2 Depok Sleman.

Menurut ketua panitia acara, Norita Kurniasih, tim yang berlaga akan saling mempresentasikan hasil penelitian terkait inovasi energi yang hemat, efisien, ramah lingkungan dan terbaru. Ajang ini merupakan sarana pembelajaran bagi siswa untuk menumbuhkembangkan kreativitas di bidang sains.

REPUBLIKA.CO.ID, BEIJING--Pemain center Houston Rockets, Yao Ming, tengah mempertimbangkan untuk pensiun pada musim depan. Langkah ini akan ditempuh jika cedera kakinya tak kunjung pulih.

Dalam wawancara dengan kantor berita Cina, Xinhua, Yao tampak  pesimistis mengenai masa depannya. Dia juga membuat komentar yang tidak biasa mengenai program pengembangan basket di Cina. "Jika cedera kaki saya tidak sembuh musim depan, saya mungkin akan menganggapnya sebagai isyarat untuk keluar," katanya, Sabtu (31/7).

Pebasket yang akan genap 30 tahun, September mendatang ini, telah kehilangan kesempatan bermain pada musim lalu lantaran cederanya yang berkepanjangan. Walau proses pemulihannya berlangsung baik, Rockets telah menandatangani kontrak dengan Brad Miller untuk mengisi kekosongan posisi center.

Yao juga pesimis mengenai peluangnya membela tim nasional basket Cina pada Olimpiade 2012 di London. "Peluangnya sangat kecil. Cedera kaki ini tidak akan mengizinkan saya bermain di banyak pertandingan lagi. Seperti yang saya bilang sebelumnya, saya akan mundur dari tim nasional dan olahraga suatu hari nanti. Itu akan terjadi pada semua atlet," ucapnya.

Tanpa Yao, tim basket Cina seperti keteteran. Pada Asian Championship lalu, Cina kalah di kandang melawan Iran pada partai penentuan puncak. Yao mengritik kebijakan pembinaan basket Cina.

"Kita tengah membayar apa yang tidak kita lakukan. Kita mengabaikan pembangunan tim cadangan dan liga CBA juga hanya befokus pada tim nasional dan Olimpiade," kecamya.

Yao menyebut Cina tengah membunuh angsa yang menelurkan emas. "Saya sekarang 30 tahun. Sebagai atlet, saya bukan masa depan Cina lagi," ujarnya.

James Memilih Pindah ke Bristol City

REPUBLIKA.CO.ID, LONDON--Tak ada kata tua untuk kiper tim nasional sepak bola Inggris di Piala Dunia 2010, David James. Kiper berusia 40 tahun itu memutuskan untuk terus berlaga di lapangan hijau dan  telah menandatangani kontrak satu tahun dengan klub 'gurem' divisi championship, Bristol City, mulai 1 Agustus 2010.

James bergabung dengan Bristol dan meninggalkan Portsmouth yang terdegradasi dari Liga Premier Inggris mulai musim depan. Sebelumnya, James juga disebut akan pindah ke Liga Primer Skotlandia dan bermain untuk Glasgow Celtic.

Manajer Celtic, Neil Lennon, menerima menerima keputusan James yang memilih untuk tidak pindah ke ibu kota Skotlandia itu. James memilih tetap di Inggris agar lebih dekat dari kediaman keluarganya di barat Inggris.

"Saya pikir dia punya banyak bisa lebih ditawarkan pada tingkat yang lebih tinggi dari bermain untuk divisi sekelas Championship. Dia adalah kiper nomor satu Inggris dan baru saja bermain di piala dunia," kata Lennon seperti dikutip Four Four Two, akhir pekan ini.

Lennon menganggap, James akan tepat bergabung di timnya bila menimbang, pengalaman, kehadiran dan karismanya. "Namun, saya tidak berpikir dia membuat kesalahan, dia pindah ke sana untuk alasan yang benar-benar pribadi," katanya.

Sebelum berkiprah di Portsmouth, James bertualang di Liga Primer Inggris bersama Liverpool, Aston Villa, West Ham United, dan Manchester City. Dia memenangkan Piala FA bersama Portsmouth pada 2008.

BI Kaji Peraturan Restrukturisasi Pembiayaan

REPUBLIKA.CO.ID, JAKARTA-–Bank Indonesia (BI) sedang meninjau peraturan mengenai restrukturisasi pembiayaan perbankan syariah. Dalam rencana revisi peraturan tersebut, perbankan syariah dimungkinkan dapat melakukan restrukturisasi saat pembiayaan berada di kolektibilitas satu.

Direktur Direktorat Perbankan Syariah BI, Mulya E Siregar, mengatakan dalam ketentuan yang ada saat ini perbankan syariah baru boleh melakukan restrukturisasi ketika pembiayaan masuk di kolektibilitas tiga (kurang lancar). “Sekarang sedang kami kaji untuk mengubah restrukturisasi bisa saja dilakukan saat suatu pembiayaan masih kolektibilitas satu (lancar), tapi tentu akan ada pembatasan misalnya hanya boleh satu kali. Jadi tidak bisa setiap waktu direstrukturisasi,” kata Mulya, akhir pekan lalu.

Ia mencontohkan ketika harga kelapa sawit turun, hal tersebut akan mempengaruhi industri kelapa sawit. Perbankan syariah yang membiayai industry tersebut pun dapat terkena dampak karena adanya penurunan kualitas pembiayaan. “Untuk merestrukturisasi saat ini harus menunggu di kolektibilitas tiga. Itu berarti bank syariah harus menyiapkan PPAP dan itu menjadi cost bagi bank syariah. Oleh karena itu perbankan syariah meminta bisa tidak saat di kolektibilitas satu direstrukturisasi, dan BI sekarang lagi review soal itu,” papar Mulya.

Ia menuturkan aset perbankan syariah sampai semester I 2010 telah mencapai Rp 75 triliun dengan pembiayaan Rp 58 triliun. Sampai akhir tahun, lanjutnya, BI menargetkan aset perbankan syariah sebesar Rp 97 triliun. “Year on year pertumbuhan perbankan syariah meningkat. Kami berharap bank syariah bisa tumbuh 43 persen di tahun ini, sehingga bisa mencapai aset Rp 97 triliun di akhir 2010,” tukas Mulya. Saat ini ada 10 bank umum syariah di Indonesia dan pada Agustus akan menyusul Maybank Syariah.

Direktur Utama BNI Syariah, Rizqullah, menyambut baik rencana BI tersebut karena dengan demikian bank syariah dapat melihat potensi pembiayaan yang dapat bermasalah lebih awal. “Kita jadinya bisa melihat pembiayaan bermasalah lebih awal karena kalau menunggu sampai kolektibilitas tinggi khawatir bisnis nasabah juga jadi tidak terselamatkan. Tapi aturan itu juga harus dijaga dan ada pembatasan, untuk menghindari moral hazard,” kata Rizqullah.

Andy Murray Bertemu James Blake di Semifinal

REPUBLIKA.CO.ID, LOS ANGELES--Andy Murray melenggang ke semifinal turnamen tenis Farmers Classic di AS. Petenis Inggris yang menjadi unggulan pertama itu di perempat final turnamen berhadiah 600 ribu dolar AS tersebut mengalahkan Alejandro Falla, Sabtu (31/7).

Murray yang berperingkat empat dunia itu menang atas Falla (peringkat 65 dunia) dengan angka 7-6 (7-3) dan 6-1. Di semifinal, Murray akan menghadapi unggulan keempat, Feliciano Lopez, asal Spanyol yang mengalahkan James Blake dari AS dalam laga yang ketat dengan skor 3-6, 7-6 (8/6), 6-4.

Dalam pertandingan di Los Angeles Tennis Center, Murray berhasil mengungguli Falla dengan memenangkan 76 persen poin dari servis pertamanya, sedangkan petenis Kolombia itu hanya mengemas 66 persen. Dengan kemenangan ini, Murray menjadi orang Inggris pertama yang berhasil mencapai semifinal di turnamen itu.

Sepertinya, California cukup bersahabat dengan Murray. Sebelumnya, dia telah memenangkan beberapa turnamen yang bertempat di California seperti San Jose (2006, 2007). Di Indiana Wells tahun lalu, petenis berdarah Skotlandia ini menjadi runner-up.

Perempat final ini merupakan partai kedua Murray yang dilakoninya tanpa pelatih. Dia memecat pelatihnya, Miles Maclagan, empat pekan sebelum grand slam AS Terbuka dimulai. Dia merasa tidak perlu segera mengganti Maclagan dan mengaku amat menyukai persiapan pertandingan saat ini.

Querrey akan menghadapi unggulan keenam, Janko Tipsarevic, di semifinal lainnya. Tipsarevic mengalahkan unggulan ketiga, Marcos Baghdatis, dalam dua set 6-3, 7-5.

REPUBLIKA.CO.ID, JAKARTA-–Sumber Daya Manusia (SDM) industri keuangan syariah menjadi hal penting dalam mengembangkan industri nonribawi ini. Pangsa pasar keuangan syariah Indonesia yang belum terlalu besar membuat perkembangan apa pun bisa terjadi. Hal itu  pun mendorong tersedianya SDM yang selalu siap sesuai kondisi yang ada saat ini.

Program Director Islamic Banking and Finance Institute (IBFI) Universitas Trisakti, Sofyan Syafri Harahap, mengatakan industri keuangan syariah Indonesia yang masih bayi selalu memiliki perubahan setiap saat. “Oleh karena itu link and match harus ada kolaborasi antara praktisi dan akademisi, sehingga perguruan tinggi dapat memberikan keluaran sesuai dengan kebutuhan industri,” kata Sofyan dalam Wisuda Program Certified Islamic Banking Professional IBFI Universitas Trisakti, Sabtu (31/7), di Jakarta.

Direktur Bank Muamalat Indonesia, Farouk Abdullah Alwyni, mengatakan lembaga pendidikan berperan penting dalam menciptakan SDM yang bisa mengombinasikan form dan substansi keuangan syariah. Dengan demikian industry keuangan syariah dapat berjalan sesuai dengan prinsip syariah seutuhnya.

Selain itu, tambahnya, dalam hal pembiayaan perbankan syariah saat ini masih dominan berupa debt financing. “Ke depan tantangannya bagaimana pembiayaan berupa equity financing. Risikonya memang lebih tinggi karena itu membutuhkan SDM yang benar-benar mampu. Disinilah dibutuhkan peran lembaga pendidikan dalam menciptakan SDM,” ujar Farouk.

Direktur Utama BNI Syariah, Rizqullah, mengatakan saat ini masyarakat lebih kritis terhadap perbankan syariah dengan menuntut layanan lebih baik dari bank konvensional. Oleh karena itu, lanjutnya, diperlukan SDM keuangan syariah yang tak hanya berjumlah banyak tapi juga berkualitas.“Tantangan berat bagi pelaku untuk bisa memenuhi harapan masyarakat karena itu dengan semakin banyak perguruan tinggi membuka keuangan syariah, maka akan membantu SDM perbankan syariah,” tutur Rizqullah.

Direktur Direktorat Perbankan Syariah BI, Mulya E Siregar, mengatakan untuk pengembangan SDM BI pun bekerja sama dengan Lembaga Pengembangan Perbankan Indonesia dengan menjalankan program iB Officer Development Program (ODP). “Dengan program itu kita berupaya mulai memenuhi kebutuhan SDM perbankan syariah,” ujar Mulya. Namun pihaknya belum meng-update kebutuhan SDM perbankan syariah saat ini.

Selain ODP, lanjutnya, juga terdapat program lainnya bagi account officer dan branch manager. Pasalnya dengan bertambahnya jumlah bank umum syariah akan mendorong pula kebutuhan SDM pimpinan kantor cabang. “Di posisi pimpinan kantor cabang juga kita kekurangan karena itu BI mendesain program untuk pimpinan kantor cabang,” kata Mulya. Berdasar statistik BI per Mei 2010 jumlah SDM perbankan syariah sebanyak 17.742 orang, dengan rincian 12439 orang di bank syariah, 2273 orang di unit usaha syariah, dan 3030 orang di bank pembiayaan rakyat syariah.

Unggulan pertama Hendra Aprida Gunawan/Vita Marissa mampu melewati pasangan Thailand yang menjadi unggulan ke-8, Sudket Prapakamol/Saralee Thoungthongkam, dengan 21-12, 19-21, dan 21-12. Pasangan nonpelatnas itu akan ditantang rekannya dari pelatnas bulu tangkis Cipayung, Ahmad Tontowi/Lilyana Natsir (unggulan keenam), yang menghentikan laju sesama penghuni pelatnas, Fran Kurniawan Teng/Pia Zebadiah Bernadet, dengan 21-13 dan 21-11.

Di tunggal putri, Adriyanti Firdasari masih melanjutkan langkah gemilangnya dengan menembus final. Firda menggulingkan pemain Taipei, Cheng Shao Chieh, di semifinal dengan 21-14 dan 21-11. Dengan demikian, Alvent YC/Hendra AG akan bertemu Ko/Yoo di final.

Harapan juga masih tertumpu di ganda putri. Meiliana Jauhari/Greysia Polii belum terhadang setelah dalam semifinal secara susah payah menaklukkan pasangan tuan rumah Zhang Dan/Zhang Zhibo dengan 17-21, 21-18, dan 21-18. DPR akan Izinkan PPATK Tunda Transaksi

REPUBLIKA.CO.ID, JAKARTA--Pansus Rancangan Undang-undang (RUU) Pemberantasan Tindak Pidana Pencucian Uang akan mengizinkan Pusat Pelaporan dan Analisis Transaksi Keuangan untuk menunda transaksi yang dianggap mencurigakan. PPATK tak perlu lagi meminta izin kepada pihak penegak hukum untuk melakukan penundaan transaksi ini.

"Jadi kalau PPATK menemukan ada transaksi keuangan yang mencurigakan, mereka bisa langsung meminta pihak PJK (penyedia Jasa Keuangan) untuk menunda transaksi selama lima hari. Jika waktunya kurang, bisa diminta penambahan selama 15 hari," ujar anggota Pansus RUU Pencucian Uang, Ahmad Yani, Sabtu (31/7), di Jakarta.

Penundaan transaksi ini sudah cukup untuk menyelidiki tindak pidana dalam transaksi yang mencurigakan. Selain itu, Ahmad berharap ini bisa mencegah pencucian uang.

"Untuk pengusaha, penundaan sampai maksimal 20 hari ini sudah lama sekali. Waktu itu juga cukup untuk melakukan penyelidikan," kata Ahmad.

Untuk melakukan penundan ini, tuturnya, PPATK tak perlu meminta izin kepada pihak berwenang,  seperti kejaksaan dan kepolisian. Mereka bisa langsung memerintahkan pada penyedia jasa keuangan untuk menunda transaksi.

Walupun begitu, ia menegaskan bahwa DPR belum akan memberikan wewenang untuk memblokir rekening kepada PPATK. Hal ini hanya bisa dilakukan oleh penegak hukum.

Selain penundaan transaksi, kewenangan baru yang juga disetujui DPR dalam RUU adalah yang wajib melaporkan transaksi kepada PPATK tak hanya perbankan dan penyedia jasa keuangan saja. Seluruh transaksi di atas Rp 500 juta, baik dengan mata uang rupiah maupun asing, nantinya harus dilaporkan ke PPATK.

Menteri Hukum dan HAM, Patrialis Akbar, menilai positif penundaan transaksi sementara yang diberikan kewenangannya pada PPATK ini. "Kalau PPATK tak bisa melakukan hal itu (penundaan transaksi), pencucian uang, uang dari terorisme, dan segala macam seperti itu tidak ada manfaatnya. Mereka (pelaku pencucian uang) akan segera melarikan (dana)," ujar Patrialis Jakarta.

And it's already earning one foreign supplier an absolute fortune in China -- to the tune of $139 million in profits in the second quarter alone. That's up a full 33% from a year ago.

So what is China's not-so secret addiction? It's chicken, of all things.

But not just any chicken -- Kentucky Fried Chicken. The kind sold exclusively in China by Yum Brands (NYSE: YUM), the first of the four companies I want you to get in your portfolio soon as possible.

Clearly, Yum needs little by way of push from the Chinese government at this point. With three times as many locations in mainland China as McDonald's, it's already won the hearts and stomachs of China's 1.3 billion consumers.

Worldwide, Yum operates 27,000 KFC and Pizza Hut locations. That's roughly 27 restaurants for every million people.

Suddenly, management's goal of 20,000 China locations doesn't seem so whacky, does it? I certainly don't think so.

Especially when you consider that the company's ultra-efficient distribution network allows it to quickly and easily establish new locations in China's massive second- and third-tier cities -- home to hundreds of millions of hungry citizens. And here's something else...

Global consultant McKinsey & Company has studied the Chinese consumer as thoroughly as anyone I know. Among McKinsey's top takeaways is that the Chinese consumer is fiercely loyal and extremely brand-conscious.

Ardo Hanson, Lead Economist for China, forecast GDP growth of 9.5% for 2010 -- far exceeding any developed nation. Even then, we are still referring to a small, short-term wave in what I expect to be a giant, long-term tsunami for opportunistic investors.

Frankly, I don't think the question is whether we should be investing in overseas growth miracles like China, but how... or more specifically, how do we maximize our returns and minimize our risk. Fortunately, there's a solution...
